Plex -> port forwarding netgear r6300 router with cable modem not visible

I have been turning my head sideways trying to get this setup to work and was hoping that I could reach out to the community to get some help.

I had this working when I my isp provided a static ip address. They recently changed it over to dynamic. I set up an address reservation in netgear genie software (router) to attempt creation of a static ip address. I am using mcafee antivirus software and already have the port forwarding set up in a way that was working with the initial static ip.

I am using canyouseeme.org to test the port as well as plex.tv as plex is my ultimate goal here.

I have also attempted to completely disable firewall to isolate the issue and I am still unable to access with firewall completely disabled. I believe this eliminates mcafee as the problem and directs it towards my router. I also contacted isp and made sure they bridged the new modem as I read that is also an area of potential conflict.

Any suggestions on what to test next? Thanks in advance.

My Plex works manually setting it to use 32400 in server settings.
Then add an inbound service in your router for 32400
Also in Advanced firewall of that PC "Allow the PLEX program exe".
Also allow that port 32400 in the ADV Firewall.
