hi guys problem with my HDD it spins up it shows up in disk management and partition wizard but it dose not show up as as a drive is this pc ie devices and drives and i try assign a drive letter to be but i am unable to i have also takeing it out of its housing and still no luck and in 3 diffrent pc runing diffrent os

Could you provide a screenshot of Disk Management? Just upload the screenshot to an image hosting website and post the link.
What happens when you try to assign a new drive letter?

Have you tried to run some data recovery software on the drive. You can check this out: https://www.lifewire.com/free-data-recovery-software-tools-2622893

If this works, once your data is safe, you can reformat the drive and test it afterwards: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

Could you please provide some more information?

In Disk Management, I see C:, D:, E:, F:, which all appear under My Computer. Which is the drive that appears under Disk Management but not My Computer?
The other thing that I see are some unallocated parts of different drives in Disk Management.

So:
Which one should be the drive in question?
What should be it's capacity?

If the drive is not recognized by Disk Management, then you've got to double check the connection.
