Just got a new cpu cooler and my idle temp is 60°C Help

Hi there, today I got a new cpu cooler as my stock cpu would sometimes hit to 100°C, However Im getting about 60°C in idle, I have 3 fans operating in my pc and a noctua nh-d9l as my cpu cooler, I have an amd athlon x4 860k, 500w powersupply, and a r9 270x oc graphics card. I need some help on knowing why its at this temp when I have good cooling?

What are you using to measure temps? The only thing that works on AMD APUs is AMD Overdrive. All other applications give nonsense readings.
Let's look at the simple things first. Did you put on thermal paste when you installed the new cpu cooler? Second, are all the fans running (case fans and cooler fans), i.e. are they getting power? Third, check the configuration of the case fans - 2 intake/1 exhaust or 1 intake/2 exhaust. If they're all set to intake or all exhaust, you would not have airflow thru your case.
