Advice for a gaming PC that will run Total Warhammer smoothly on max settings!

TLDR; I have a 60Hz 1080p monitor, although may want to upgrade to 1440p 144Hz at some point. I want the cheapest but best computer that will run Total Warhammer smoothly on max settings. Help!

I'm really picky with games as I usually go for comfortable fun and amazing visuals over challenging gameplay and good mechanics. Storyline helps on games that I like a storyline with, obviously! For the last three years I've had a GTS 450 video card and it was mainly so I could get and play Starcraft 2 and Diablo 3. A game has finally come out where I want to get a new computer for it and I'm so excited to be able to get Total Warhammer, despite the current price. Oh yeah, if you've got this far, advice on when to buy the components would be good too as I don't mind waiting... mainly for the game price to drop. As I said in the TLDR, I have a 60Hz 1080p screen but I wouldn't mind a PC that could upgrade to a better screen. I'm torn between sticking to a 1080p screen and just getting higher Hz, or going for the full 1440p 144Hz, although that might have to wait until I can afford a monster PC. I think Total Warhammer is the most demanding game that I want to play, but I have a couple of others like Dead Rising 3 and also I want to max out Skyrim as well. Cheers for any replies.

Well I just want the cheapest computer that will get the job done. But if a budget is necessary, I am looking for one between £500 and £1000. I don't want something that will cost extra for the sake of it, though, I just want it to play Total Warhammer on max settings smoothly and that's it.
