I have a i7-4771, and i'm thinking about upgrading the gpu to a gtx 1070, will my cpu bottleneck it?

Hell no; the 4th gen lineup of i5s and i7s can hold up pretty much anything short of sli 1080s.

Also a lot of games now take advantage of hyperthreads, so you're future-proofed.

Have fun with the 1070.
