What can I do to make Just Cause 3 playable?

I currently have this computer which is by no means a gaming computer, but JC3 was on sale for $15 so I got it anyway. With my computer, it'll run at about 4-6fps on lowest settings. I was wondering what I'd need to do to make the game playable. I don't have that big of a budget so I just want to be able to play it. 15-20 fps is fine for me. Would it be more cost efficient to upgrade my current computer, or buy a new one outright?

With a 300W HP PSU, you could drop something like a 750ti or 1050 in there and get things 'playable', for ~$100 investment.

I wouldn't invest much more than that, with the CPU being a decent bottleneck & limited quality PSU there's not too much more that could be done.
