Winodws Doesnt Detect BIOS Overclock

Hallo, so today I decided my FX8370 is running Watchdogs 2 a little sluggish. So I attempted to auto overclock via AMD Overdrive and that was a complete disaster! So I did an overclock with my BIOS because that Blackbird guy says it's best that way. After overclocking to 4.3 GHz I check system properties and it says I am running at default clock speeds. I also uninstalled AMD Overdrive. My MOBO is an MSi Gaming 970 using OC GENIE.

HWMonitor says 4000MHz but Passmark Performance Test says 21.5x for the core multiplier and that seems to be the OC setting I set in the BIOS.

So every night I shut down my PC. When I turned it on today I saw the BIOS POST screen 3 times which meant something was up. So when I booted today I chacked system Properties and it worked.
