USB drivers fail to load after clean Windows 7 install to ASRock J3455M

Device manager shows problem with USB controller, Simple PCI controller and unknown device. I have run the setup from ASRock DVD, still no USB drivers get loaded (error 31). This is a new build with 16 GB ram and no add-ins. I have run setupChipset for v10.1.1.34 but no drivers ever get loaded, hence no USB. Strangely when in BIOS setup a USB thumb drive is recognized so the hardware recognized it but when windows is running there is no driver. ASRock website is NO HELP, they have no info. I even sent an info request but got no answer. Clearly the INF file is telling the MB to use a driver which is not available but I can not find what driver is needed, if I could I could manually load that driver but all I can find is the INF file in lieu of a driver. HELP PLEASE.

Its very simple,you get no drivers for windows 7 for that platform (apollo lake).This is a lock in forced my microsoft on both intel and AMD.The only ms accepted os is WIndows 10 and onward (maybe windows server 2016).
