this is the error i get when i try to launch Fallout 3 GOTY

My gaming rig is out for repair so i was using my old laptop for playing games
i install fallout it works fine . after restarting my laptop this error kept popping up .
I need to reinstall to play every time . Fallout 3 used to work fine , i Had deleted it few months back because i started playing Fallout 4 on my rig . Now i re downloaded the game and im stuck in this problem . please help
I tried disabling my antivirus
I tried to launch game by the fallout launcher still no luck
can someone provide me a fix
