Solution
so this is my suggestion, I don't know if pcpartpicker calculates tax right
I went for a mix of good performance, little noise while staying cool.

featuring:

- high grade PSU
- low noise CPU cooler
- sound dampened case, not flashy but good quality
- a decent overclocking board
- an i7
- a gtx1080
- a 1440p IPS screen with a high refreshrate. G-Sync is 300$ more, so I held back there. this is just a general suggestion, if you got no problem with a TN panel, a 1440p IPS with G-Sync is a good option

CPU: Intel Core i7-6700K 4.0GHz Quad-Core Processor ($429.75 @ Vuugo)
CPU Cooler: be quiet! Shadow Rock 2 51.4 CFM Rifle Bearing CPU Cooler...
