Problems with my graphics card?

First my build:
Amd Fx-6300 (oc to 4.5ghz)
msi 760gma-p34(fx)
Msi gtx 1070 gamingX
600w evga bronze power supply
8gb ddr3 kingston hyperx

So I play lots of rust, and decided to upgrade my graphics card to a 1070 (from a 950). I maxxed all the settings out day one,(maybe a little over a month ago) and it ran at a solid 70fps, with up to 100fps or as low as 50. All has been running well until recently, it is running at an average of 40 fps now and dips into the 30's at times, basically the same frame rate as my gtx 950.. Is it a problem with my graphics card? A problem with rust optimization (i hear it is a very poorly optimized game). Keep in mind my gc is running at 2088mhz (150mhz boost) and is stable.

Solution
Rust is not the best game to judge by. You could download 3dmark and run that. It'll give you a score which you can then compare on their website to other people with 6300/1070 combinations. This will give you a rough idea if your setup is functioning as expected. It could be your CPU running hot and throttling down. It could also be your power supply can't keep up and is giving out, although you have a good one so that seems less likely. Something running in the background and using CPU resources is also a possibility.

Forgot to mention, another reason I like this graphics card is the fact that it never gets above 65 degrees C, so I feel like the heat shouldn't be an issue.
