Can I upgrade my Dell laptop form a 2127U processor to something better?

Hi all. I am not a computer hardware person, familiar with the lingo and such. What I have is a Dell laptop with a Pentium 2127U processor. This thing is DREADFULLY slow; my processor (watching through task manager) is constantly running nearly maxxed out (80 to 99%), when doing nothing but web browsing, making use of this computer a frustratingly slow experience. I run McAfee and Malwarebytes, and a scan of the computer comes up clean for viruses, malware, etc., so I really don't think it's that type of problem. I am assuming it's just a junk processor? I have another very similar Dell laptop, which runs a Core i3 processor, and I don't have this issue at all. Right now, I am using the i3 laptop, and my CPU usage shows 11% (single digits to around 10% is normal, unlike the other one). Is there a processor that I can upgrade to, that would give me a noticeable improvement in performance, but not be a difficult install (I have a friend who builds machines, and could do the install for me if it is at all do-able).

This is a BGA1023 chip, which means it's soldered to the motherboard at 1023 points and therefore not upgradeable without very expensive, specialized machinery that very few computer shops have.

EDIT: Realistically your only upgrade option with the same laptop is to find a donor motherboard/cpu combo from the same model and install it.

Not sure however how I'd even go about looking for a motherboard/CPU combo that would be appropriate for this laptop. Probably not reasonable?

Looks like ebay has them for my machine (Dell 17-3721). So many options. Some around $150. Could I assume that my existing hard drive, RAM, etc., would re-install into any of them, that are listed as being compatible with my laptop?
