Is there a bottleneck in my system?

i5-4670k@3.4 Ghz Quad Core
GTX 1060 6gb
16 gb RAM
MSI B85-G41

If the CPU is pretty much staying around 100% usage, while the GPU is unable to reach 100% usage, then yes... that could be CPU bottleneck. But there may be other factors causing the CPU to work overtime. Virus, malware. Ad-ware and bloatware can hog resources too.
But there is no way a i5-4670K should bottleneck the 1060 6GB if the system is in normal condition.

1) Have you run CCleaner recently? https://www.piriform.com/ccleaner
2) Malwarebytes? https://www.malwarebytes.com/
3) Update your virus pgm's signatures and then run a FULL scan.
