Updating my computer (AMD FX-8300, AMD Radeon R9 270 2GB, 16GB Ram)

I'm looking to upgrade my computer a little since I feel it's getting a bit outdated but I'm not 100% sure what to go for. Skyrim and Borderlands 2 used to run well but I'm having a bit of problems with fps while playing Guild Wars 2 and I need a bit more power to get it running smoothly with high graphics.

Processor: AMD FX-8300
Ram: 16GB
Graphic card: AMD Radeon R9 270 2GB

I've understood getting a new graphic card would be the way to go in this kind of situation but I'd like to hear an opinion from someone who knows better. My budget is not too high (<200€ would be ideal)
 
Solution
The problem is that, you're on a dead end with that motherboard, you need to make a jump to a intel platform. You can get a i3 6100, a h110 mobo and 8 GB of DDR4 RAM for around 200€.
Run Guild Wars 2 at your normal resolution, let's say 1080p medium settings. Check framerate. Now run at the lowest resolution your monitor allows, leaving everything else the same. Check framerate. If you get a lot more fps at the lower resolution than you do at the higher resolution, this means a better videocard would help. If you notice your framerate is basically the same, this means your CPU is holding you back and a new videocard won't help. Higher resolution=higher workload on the videocard. If framerate takes a dive the higher you increase resolution then the videocard is to blame.

You could use MSI Afterburner too. If you have 100% CPU usage but 50% GPU usage, the videocard is not the problem.

I used MSI Afterburner to check the usage of both CPU and GPU.
Results:
CPU overall usage: around 50% (max 55%)
CPU 1: around 90% (max 95%)
CPU 2: 20-30% (max 56%)
CPU 3: 40-60% (max 69%)
CPU 4: around 30% (max 56%)
CPU 5: 30-60% (max 64%)
CPU 6: 20-40 % (max 50%)
CPU 7: 50-60% (max 69%)
CPU 8: 20-40% (max 47%)
GPU usage: around 60-70%
RAM usage: around 9GB
Pagefile usage: around 14.5GB (don't know what this means, though)

I also tried lowering the resolution, but it didn't have an effect on fps.

Yeah, that's what I kinda expected when I saw the results... Do you think getting a new CPU with under 200€ would be enough to fix the problem? And if it will, do you have any suggestions about which one I should buy?
