My specs now are: i3-6100, GTX 660 twin frozr oc 2gb, 8gb ram, 500watt bronze power supply, and hyper Evo cooling fan
I'm trying to run games like watch dogs 2 and ark survival at a steady 30 fps or higher.
My upgrade options are:
Better cpu: i5-3470
or
Better GPU: evga 1050 ti SC
Budget:200
I'm open to any other options!

Solution
To run a 3470 you will need to buy an obsolete motherboard and DDR3 RAM. It's a bad move, just look at getting a 6500

Monitor your cpu and gpu usage in those games. Whichever is sitting a near 99%-100% is causing your performance issues and changing that will give you the best boost.

My guess is your gpu is the limiting factor. Your CPU is reasonable but your gpu is quite old and weak. But monitor them in games first before deciding.
