Installing new GPU killed PC

I had an R9 380 on my pc prior to this. I have had nonstop issues with it that an RMA didnt even solve. Finally broke down and got a new gpu. installed it tonight and now my PC wont turn on.

Mobo: MSI Z97 Gaming 5
CPU: Intel Core I7-4790k
Old GPU: MSI R9 380
NEW GPU: Zotac GTX 1070
PSU: EVGA 750W

I uninstalled the old drivers, shut down the PC and unplugged the PSU from the wall. I then took out the GPU and swapped them. Made sure everything was plugged in, and nada. After unplugging everything to troubleshoot, I noticed a small blue led light up right next to the mobo battery as I flipped the power switch on the PSU to try to turn it on again. It lasted for a split second and never came back until I repeated the process a few minutes later. I don’t have a jumper for the mobo and most/all stores are gonna be closed.

Please help!!!
 
What was the precise issue with the R9 380?; both original and RMA replacement GPU. The fact that you had issues with two previous graphics cards, and now your GTX 1070, makes me think that the issue is not the GPU, but either your power supply or motherboard. By the way, what is the precise model number of your EVGA power supply? By the way, your MSI motherboard comes with a 24 month warranty, just in case that ends up being the issue.

In accordance with original manufacturer's products serial number/barcode, it is warranted for 24 months repair service from its manufacture or purchase date after registering online.

What is the precise issue that you're experiencing right now? What preceded the problem? e.g. Did you have a power surge?
