Multiplayer Games Feeeze for 5-10 Seconds Due to CPU Usage Spike Then Resume.

Okay so about a week ago I started playing PC multiplayer pretty intensely (BF1, GTA Online, etc.). And I have started to notice random yet consistent performance problems. Specifically, my game freezes up for 5-10 seconds every twenty to thirty minutes of play. During this 5-10 second window, the screen freezes, and the audio bugs out and loops the last sound file played. Then once the game resumes, everything's either perfectly smooth (BF1), the game crashes (GTA Online), or my session times out (Titanfall 2). I ran MSI afterburner during a BF1 match and discovered that at peak stress levels the CPU was pushing 100 degrees Celsius. So I took my PC apart and found that my Corsair H100i GTX hadn't been water-cooling my CPU since I built my PC (over a year ago). I re-applied thermal paste to the CPU and reapplied the watercooler. Now the cooler is doing its job and the CPU temp never rises above 70 degrees Celsius even under intense stress. However, the CPU usage spikes to 100% randomly during matches and I STILL get the freezing issue I mentioned earlier.

IS MY CPU FRIED? Please help!

SPECS: (all factory clocked)

CPU: i7-4790k @ 4.00 GHz

GPU: EVGA GTX 980Ti

RAM: 16GB GSKILL RIPJAWS

STORAGE: 500GB SAMSUNG SSD EVO

MOTHERBOARD: MSI Z97 ATX

Solution
Well here's the thing.
Still could be CPU.
Could be motherboard.
I would really recommend checking with intel support. There isn't really an answer I have or I think many others here have, especially after the intel diagnostic came back fine.... check with intel support they're good most of the time. Good luck with it. I wish I could be of more help..

your cpu is fried or has been damaged. you NEED NEED NEED. cooling to work. it is a 100% must or else you will have issues like that. after not having the cooling working (thats too bad btw..) I would trust your CPU.

I agree. I think after so long without proper cooling there must be some thermal degradation. But I ran Intel Diagnostics along with 3Dmark tests and the CPU results came back normal. I just really don't want to drop $300 bucks on a replacement CPU only to find out it wasn't the source of the problem.
