Bootable Drive Availiable Space Error

I am trying to configure a PNY 16GB Flash Drive as a bootable drive to install Windows 10. I have the windows installer downloaded, the issue is whenever I try to transfer the file to my flash drive I am told there is not enough space available. 16 > 4!!! I have tried formatting to FAT32, NTFS, and exFAT. FAT32 is giving me the error and I have tried both exFAT and NTFS, both will let me add the 4GB file, but won't boot in my BIOS. WHAT DO I DO!?!?

Don't try to do it manually, let the MediaCreation tool do it.
It will wipe out whatever is on that USB stick, and format it correctly.

Assuming it is not a failing USB stick.
