Slow internet speed, troubleshooting causing me to bang my head against the wall

Alright, let's get the tech specs out of the way before I get into what I've done thus far.

ISP: Comcast, I believe we have the Gigabit speed package, but since my roommate just quit working there, we may be on a slower speed now that we have to pay for it.

Modem: Motorola Surfboard SB6141 using a CAT 5E to connect to a ...
Router: DLink DIR-890L
Computer: Hardwired through a CAT 6 to router, running Windows 10

When connected to router, I get 1.29Mbps
When connected to modem, I can't connect to internet
ipconfig /release, ipconfig /renew ends up with some sort of error about not being able to find a DHCP server...

Now I'm stuck and I still am getting abysmal internet speeds. Help!
 
Solution
The SB6141 is an 8X4 modem, meaning 8 channels up and 4 channels down. It can't work on a gigabit cable network. You'll need at least a 32X8 modem to do that. Trying to use any 8X4 modem, or even a 24X8 modem, will give unpredictable, but always slow, speeds. Get a Netgear CM700 or better modem, or step down to a 150Mb or slower plan.

The modem still "remembers" the MAC address of the router. It won't let you DHCP with your computer directly unless you call Comcast and ask them to reset your connection. But then you will either have to wait or call back again to get the router re-enabled.

Do ALL devices connected to the router get poor speeds? What about a phone or tablet on WIFI ?

As of now, all connected devices have really horrible d/l speeds (in the 1-3 Mbps range)

A bit of an update. Got in contact with Comcast, and according to them, my SB6141 modem is "End of Life", so I'm looking into that.
Got in contact with D Link, and they are sending me the forms to fill because they have deemed my router "defective". So this what I'm now having to deal with. Replacing an End of Life modem (that I purchased), and getting my defective router replaced. Happy holidays... :-\
