AMD FX 9370 CPU not responding properly

I have a 3 years old PC with a processor of AMD FX 9370. it used to perform very well but recently I'm facing a problem with very light tasks such as opening files or even entering a URL in a browser. the computer doesn't respond immediately but suddenly all the previous commands that i have entered it start executing.
I have no idea where to start looking up. is it the CPU or the motherboard or the RAM ?

I hope I find the answer here.

So yours is performing as expected on account on 2 more cores.
Which windows are you running ? You might want to check your system files, run this commands in Command prompt (as administrator):
sfc /scannow
and
dism /online /cleanup-image /restorehealth
Check how much free memory you have available and also if system disk has at least 10GB left free.
Check load of CPU, memory and disk while working on some tasks where it usually slows down.
Check the health of HDD too. Good check for malware might also be in order.
Hardware doesn't just slow down suddenly, it's usually software/OS fault.

I've done that but I don't know what's the original numbers to compare it with the current ones.
if it helps here are the numbers I got

Integer Computation : 80000
Floating Point Computation: 19320
Memory speed: 2335
Cache Speed: 25974

System performance: 12762

how does that help me to identify the problem ???
