The 4460 has a base clockspeed of 3.2ghz and turbos up to 3.4. The 3470 also has a base clockspeed of 3.2 but can turbo up to 3.6, which is a ~6% increase in clockspeed.
The 4460 is based on the newer Haswell architecture, which is 5-10% faster per clock. I'd say it'll have a (very small) edge more often than not. The 4460 also supports AVX2 instrunctions, which will provide a large speed boost in anything that supports them, which admittedly is not much in consumer workloads.
Overall they're very close to tied though.
