What is the complete version of Windows called, with all the GUI for account management included called in Windows 7 called?

I got some copy of Windows 10. I forget what the are calling it now a days. However, I am tots disappointed. What do you call a complete, I mean very, very complete version of Windows 7 or 10?
I want to be able to edit user account settings from the run box with the gui and all that fancy, but what ever half- version of Windows 10 this is doesn't support it because it was not expensive enough. I want maybe SP1 or better, I want to do dual boot.

If your referring to the "Group Policy Editor", you need Windows 10 Professional.

Same applies to Windows 7, it has to be the Pro or Ultimate edition.
You can't add GPE to cheaper versions with a Service Pack.

You'd be hard pressed to get hold of legal copies of any edition of Windows 7 anyway now.
