Recommend a PC Setup That Would Be Used For Streaming, Video Capture, AND Gaming.

I'm looking to invest into a PC that can be used for both capture/streaming and playing the games on it too. I'm not too educated in the PC specs stuff so don't throw a bunch of technical stuff or else it might not stick with me, lol. Anyways, I do have an external hard drive that i plan to use so storage shouldn't be too big. I also do plan on editing or anything so the computer really should just be able to run games fluidity and capture/stream using software like OBS. I don't want this to be too expensive either, I can upgrade later down the line. Thank you.

I know it's a bit overbudget, but it will be great for low-medium gaming. However, it is NOT suitable for streaming with OBS. You can record and render, but it will take a while to get those videos out.

Well, if you want to upgrade, then what do you plan on doing? Are you going to overclock? Also you have an external hard drive, that be used strictly for your media files (documents, videos, etc). You should NOT run games off of that drive. Do you need to buy Windows too (ranges between 80-100)? And what about a monitor, keyboard, and mouse?

Finally, what is your max budget?

Well to answer a couple questions right off the bat, no I did not intend to run the games off the external hard drive; it is indeed only for media files. I pretty sure I'd have to buy Windows and I don't plan on buying any expensive keyboard or mouse, just some cheap stuff. I have a small TV for a monitor so that should do. I think what I'm trying to do is get a relatively good starting PC build here and upgrade it down the line. Just somewhere too start really.

My price range is no more than $450. I could overshoot it if i needs too, but I would prefer not too.

Also not sure about overclock? Again, I'm kinda a rookie so maybe clarify.

No need to worry about overclock. However, you want to stream and render, too? $450 may not be enough. You can render, but streaming will be a lot of stopping. I would recommend an i5, but even then, it will have to be at low settings. So, I will give you a few options in a moment.

Now, I know this seems a bit overpriced, but this is a quality build that allows you to render with no problem, and stream with some settings configured. Streaming is always recommended for i7 builds, but that is probably a bit of a stretch for now.

Well cool. I think I might look into the ladder build. I will stream pretty frequently so that's good. I may be over my budget for now but I'll be purchasing this later. I just wanted an idea what I should be looking for so thank you!

No probably, if you really want good, quality streams, I would strongly consider the i7-6700 http://pcpartpicker.com/product/7V7CmG/intel-cpu-bx80662i76700 - it's going to be half of the system, but it will handle streaming with a breeze.
