My Fans are running super slow?

I just built a pc and my main issue is my Corsair H60 and front intake fans are barely spinning? I have a 390x , could this issue be due to my power supply ? Its only 500w .. When I go into the bios my fans are only spinning at 300 rpm. And the bars are red telling me that they are to slow. My cpu and the inside of the pc is getting hot very fast. Even when I'm not playing a game. Also I have fx-8300 and Asus M5A95 EVO 2. Do I just need to upgrade my Power supply ? Plz help

if it was really a lack of power then nothing would work correctly not just the fans(no post or freezing during post). them not spinning correctly is going to be to many pluged into a single plug on the motherboard(using a fan splitter) defective fans, or incorrect fan profile or just a bad fan controller on the motherboard(try a different plug as there are 4 on the board). I have this board and when I first turn it on my fans spin only at 300-500rpm and are shown in the red. but once the cpu crosses 30c the fans are ramping up well past 1000rpm on the default profile.
