HELP! PC built new. Will not boot.

I recently built a new PC with mostly new parts:

*Intel Core i5-6500 3.2GHz Quad-Core
*CRYORIG C7 40.5 CF CPU Cooler
*ASRock Z170M Pro4S Micro ATX LGA1151 Motherboard
*Crucial Ballistix Sport LT 16GB (2 x 8GB) DDR4-2400 Memory
*Samsung 850 EVO 500GB M.2-2280 Solid State Drive
*EVGA GeForce GTX 960 4GB Superclocked Video Card (used for 1 year)
*Cooler Master N200 MicroATX Mini Tower Case
*EVGA 500W 80+ Bronze Certified ATX Power Supply
*Rosewill N900PCE PCI-Express x1 802.11a/b/g/n Wi-Fi Adapter

The power supply is functional. All the fan ports on the motherboard are functional except for the CPU fan, and the fans connected directly to the power supply will not spin. Nothing will go through to the monitor.

I removed/unplugged all the non-essential parts (graphics card, wi-fi card, USB ports, etc. ).

I just did that (that was silly).
All the fans now spin on startup, but it still won't display anything on the monitor
