Setting up my new graphics card and i get stuck on the "press esc" hp screen and hear 2 beeps out of my pc

I just bought a new power supply and its the Thermaltake TR2 600W specifically for my gtx 950 and i put it in and it works perfectly but when i power down and tried to put in my gtx 950 all i get is the blue hp screen and 2 beeps but i cant even press esc

boot back up without the 950, enter the bios and disable secure boot, and enable legacy mode and.or CSM(Compatibility Support Module)
