99% cpu usage long loading times

Hello everyone. So, for the past couple months i have began to notice that my loadiing times had become longer and longer, even on lower settings. And to my behold, i opened taskmanager and saw that i had 99%cpu usage, even at lower settings. I have factory reset my computer, with no results. Thanks for any help.
specs:
cpu: intel core i4 -4440
gpu: saphire radeon r9 390 nitro
motherboard: asus b-85m or smthing
8 gb ddr3 ram
750w power supply

There's your answer.

It's a low end i5. I wouldn't expect it to be very fast at anything else when all of its cores are already being hammered to death, to Valhalla, to Heaven, and back to Nirn.

You may want to check RAM and disk usage. A large quantity of RAM being listed as "hardware reserved" usually means the RAM is either not seated properly, is dusty/dirty, or is faulty altogether, and will force the system to write everything to the windows pagefile instead of RAM, and this constant RAM overwriting and windows pagefile writing can quickly cripple even the best consumer CPU's. Just an example, but you get the idea.

It is not a pre built pc, and i have run noumerous scans such as malwarebytes, anti virus scans and such. Might me some virurses or something lurkin, but i havent found them :)

Well, about 97% was going to the game,and the remaining % were the system and other applications. And im using Win 10
