Im building a new gaming rig and i dont know if i should buy the 6700k, or buy the 6600k. The 6600k is 130 dollars cheaper, and with that difference I can buy a Liquid cooler to push it to 4GHz or higher, plus instead of 8gigs of 2400mhz ddr4 ram i can get 16 gigs of 3000mhz ddr 4 ram.

Incase you are wondering the rest is a GTX 1060 6gb video card, Gigabyte LGA 1151 Z170 motherboard, and a EVGA 500 W1, 80+ WHITE 500W power supply.

Solution
I5-6600K and I7-6700K will OC to about the same limits. Likely 4.6 or better.
The extra hyperthreads will go largely unused.
You need a cooler for each, but liquid cooling is no good in my opinion.
In a decent case, they cool no better.
And, even with a modest air cooler with a 120mm fan, you will run out of safe vcore before you run into thermal limits. Scythe kotetsu or cryorig H7 will do the job for $35.
The i7 would be slightly better in some games, but, in your case, with your budget, I'd say go with the 6600K and OC it. Twice the RAM may not be "completely" necessary, but it gives you room to breathe, and a good OC on a 6600K makes it pretty beastly, anyway.

Are you aiming for gaming on a 60Hz monitor? I think you are as you have picked a 1060. If you are then a 6600k is plenty, it can run all games at 60fps with the exception of bf1 which might just slip under 60fps in multiplayer. For 144Hz Id get a 6700k but I'd also be looking at stronger gpu's

Generally, not much. 5 FPS or less in most cases, and it's not even ALWAYS better. I can't say anything about ARMA 3, specifically, but, from what I know, there's more factors than just CPU and GPU in play, as far as how it performs.

Edit: Just found some benches that suggest that raw CPU speed means more than more cores/threads do in ARMA 3, so if that's the case, a 6600K with a good OC would be perfect.

Yes I found a cheap 21.5 inch 1080p LED LCD 60Hz. All my stuff was stolen around the 10th of December, I had just upgraded my 6 year rig with a new cpu/motherboard. So anything at this moment is an upgrade from what I had, and dont have atm haha
