Pc stuck in boot loop after installing water cooling

Recently I have bought a corsair hydro series h60 water cooler and installed it on my gigabyte ga-z77-hd4 mobo. I have the cpu cooler connected to my cpu_fan header and the back panel fan connected to a sys_fan header. When I tried booting the computer it would run for ~8 seconds and then restart itself. This is my first time installing water cooling to my system so im not sure if i did anything wrong to affect my mobo. I unplugged every component to my mobo except for the power supply and fans to test and its still giving me the same response. I'm not sure what went wrong during the installation everything went smoothly except for this part.

If anybody knows what could potentially be wrong I would like to know

Do you actually get to a boot screen, I.E. load the OS, or do you just get into the POST screen where it flashes your motherboard logo and some other stuff?

I am unable to even see the motherboard logo screen. When I turn on my computer the screen is just black. I plugged back in my old stock fan and realised that when I turn it on the stock fan turns on for half a second then turns off. When i plug my stock fan into my sys_fan header instead of the cpu_fan the fan stays on continuously but the computer still shuts off after.

Try a CMOS reset. Do you know how? There should be a jumper at the bottom of the board. Make sure you're unplugged and try it.
