Bad Performace on games with GTX 1070 + I5 6600K

I've recently upgraded my computer with a GTX 1070, I5 6600K, Z170X Gaming Motherboard, and 2400MHZ ddr4 16gb ram. And even with all this stuff, I still get framerate drops and stutters in a variety of games, the biggest reason I upgraded in the first place was to eliminate my GTX 1070 Bottleneck as well as the performance. Yet even after upgrading (costing me around 300$+) I only get a tiny improvement, which really confuses me. I'd also like to note that I have every driver installed (including 1070 graphics drivers) so it isn't a problem with drivers, everything shows up correctly inside Device Manager.

What am I missing here? Because the last time I checked, everything I have is for high end gaming? Yet I get a Tenth of the performance I should be getting.

It would help to have more specific info. List a few games with the average FPS you're getting and the resolution/quality settings you use. Check your settings for AF and FSAA. These can have a big impact on FPS even with good hardware.

Ever tried Unigine Valley benchmark? It's a free download. You can experiment with different settings to get a good balance of speed and quality.
