Computer takes long to shutdown

So I just built a new pc :

AMD Fx8350
Asrock 970A-G/3.1
Xfx rx480 8gb
Corsair rm 650x
Samsung evo 240
Kindston ssd (like 70gb or something)
WD blue 1tb
Tp link N300 pcie

The hard drives were from an old pc but never had any issues with them.

When my computer shuts down/restarts Windows will shut down normally. My screen with go black. Mouse and keyboard turn off. I can see my gpu fans stop spinning, but my case fans (have them plugged into the mobo) and the CPU fan will continue running for another 3-5 min before the system completely turns off.

I have updated the bios. I've played around with uefi. I've ran the windows command to make sure my windows isn't bugged. I've checked all the plugs on the mobo to make sure they are plugged in all the way. My ram is in all the way.

I'm not sure if it's worth noting that when I hold the power button on my case it will turn off fine and the computer boots normally no problems.

I am trying to avoid doing a fresh install of windows because I think I have a motherboard issue not a windows issue.
