Under my CPU temp there is a powers option that expands and says package and then shows watts used by CPU. I have an overclocked FX 8350, completely stable (ran several benchmarks for hours). The watts shown constantly fluctuate anywhere from 14.30 to 43.10, even when idling. Is this normal?

You cant trust software to tell you the power draw from the CPU. That cpu can draw up to 140 watts I believe so 40 is an incorrect reading. To measure power draw, you would need a wattage meter and plug the computer into that to see how much power the system is drawing
