I'm on a dell inspiron 3650 with
I5-6400 clocked @2.7 (quad-core) Turbo clocked @3.5
Nvidia Geforce GT 730 (2GB Version)
8GB of DDR3
I want to know If i can upgrade to an i7 ?and if so which one ? i want to know what is the newest video card that i can put in here without needing a different power supply?Don't worry about suggesting something costly i just wanna know the maximum i can do with this PC.

You should have no problem dropping an i7-6700 in, or even an i5-6600 or i5-6500... although these last two aren't a big upgrade. In fact, depending on use, you might not see a major improvement with the i7.

As to the GPU, not knowing the current PSU brand, model, and rating... it will be difficult to know what it can support with your system. Without knowing that, all I can suggest is a GTX-1050, GTX-1050Ti, or RX-460 that is rated 75w power draw.
