Manually enabling Game boost or XMP profile does not change cpu speed

So im not new to overclocking (im not experienced tho) and im on a relatively new rig so I decided to overclock but only just a bit, to do this I enabled msi game boost, however in doing so that disables my xmp profile. So instead of attemping to glitch it or something by clicking both the xmp and game boost buttons I manually enabled my xmp profile with the game boost button only to find out that my xmp was enabled, but my cpu freq was the same. so i try the other way around enable xmp and manually enable game boost, no change, so I give up and manaully enable them both with no buttons, however my cpu refuses (or something) to be clocked at 4.10 GHz through manual gameboost or with XMP (without xmp enabled at all the game boost button will work, but xmp gives off wya more performance)

I5 6600K 3.5 (game boost 4.1 which is my goal here)
msi z170a lga 1151 board
gtx 1070
3tb seagate
250 gb samsung ssd
16gb ddr4 3200 (3200 with xmp)
dual monitors (1080p,900p)
650w power supply (rosewill)
rosewell blackhawk gaming case ( 5x fans)
intel XEONS stock cooler (long story about how im using this on a 6600k but the short version is my hyper 212 evo doesnt reach where it needs to be)
