FPS drops/ Stuttering

I will be playing any game and i'll be running at around 90-100 FPS in games such as 7 days to die, Call of Duty, Paladins, etc. and i'll get ~200 FPS in League of Legends. but in the past month or so, whenever i play any of those, i'll get normal FPS but then it'll drop to 0 and freeze/stutter for .5 to 2 seconds but never more. it's frustrating to play and get into any fights and die due to this stutter.

my build is;
AMD FX-6300
AMD 750g Chipset
GTX 1060 6 GB
16 GB RAM
650W PSU

i am not running msi afterburner, and i do have the latest drivers. however, no this does no happen only in fights. it happens just randomly throughout. i just played league and i was getting normal fps then it would randomly drop to 12, or 26, etc. in the most random times. i played farcry 4 earlier on very high settings with no issues except for some screen tearing here or there. it happens when i play single player on 7 days to die often. it'll just hold the same frame for a second or so.

whats your ram usage look like, The total "FREE" ram under task manager?
edit:around the times of those "issues"
