Download speed drops when downloading games

Okay. so I have 250mbps download speed, but when i download games it only downloads fo around 1 - 4 mbps. It is not capped i think

Your internet connection is fine.

It is on the uploader. Considering they are in korea... physical distance plays a much smaller impact in download speeds these days, but going across the pacific can get pretty congested, i'd imagine that a combination of slow upload speed and packet loss is causing the slower speed.

So I downloaded from steam earlier this day and got around 30mbit/s but out of no where it changed to 4mbit/s, i didn't care that much bc the game was almost done, but now im downloading blade and souls and it's down at 1-4mbit/s
