First PC, turns on then off, on off, etc. Any help would be much appreciated

So this is my first ever build, and I did a lot of research on making sure things did not go wrong. But since it was my first build something was bound to go wrong. When I start it up the lights turn on, all fans spinning, MB lights on, GPU on, everything seems fine and the PC sounds like its starting up. But after roughly 5 seconds it shuts off, then about 3 seconds later it turns back on. This process repeats until I eventually turn it off.
Here is my build:

Intel Core i5-6600K 3.5GHz

CRYORIG H7 49.0 CFM CPU Cooler

Gigabyte GA-Z170-HD3 ATX LGA1151 Motherboard

Crucial Ballistix Sport LT 2x4 8GB RAM

Kingston SSDNow UV400 240GB 2.5" Solid State Drive

Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

Gigabyte GeForce GTX 1070 8GB G1 Gaming

Corsair SPEC-ALPHA ATX Mid Tower Case

Corsair CXM 550W 80+ Bronze Certified Semi-Modular ATX Power Supply

Double checked everything and its all plugged in correctly. But I read in the manual that my MB supports 2133 MHz RAM, and I put in 2400 MHz, is this the source of the problem?

So I unplugged everything else attached to PSU besides MB and CPU + Cpu cooler, CPU fan spins when starting up but everything still shuts off after 5 seconds

Yes, Iʻm almost positive, its right over the CPU. On a side note I forgot to take out the GPU, would that have any big effects on this problem?
Also the ATX 12V 2x4 is the CPU power right?
