Do I need to re buy windows 10 if I had it already installed from an OEM?

So I'm making a new build, everything checks out so far. My one question is if I can just transfer the the hard drive to the new build or will there be a loss of files. My main concern is windows 10. I heard that I needed to re buy it since it was from an OEM. Not too sure, please help!

This was preinstalled on a system you bought? Like from Dell or HP?
If so, then yes, you might need to purchase a new OS for your new system.

And whatever happens with the license, you will probably need to do a whole new install with your new system.
