Mid High End PC running slow.

Hey guys thanks in advance,
My specs are
CPU : Intel i5 6600k overclocked to 4.5
RAM : 8 GB ddr4 corsair vengeance
MOBO : Asus z170 pro gaming
GPU : gtx 960
Storage :
WD Blue Desktop 1TB Internal Hard Drive (WD10EZEX)
OS : Windows 10

The pc boots up slow and programs take time to load and on startup all the windows application take 100% of the disk usage.
Is it the drives fault or just something else
Note : all the cpu and ram usage is not even touching to mid range.

Sorry to hear about the issues you're currently experiencing.

In most recent cases I've seen, the the unusual high disk usage has been linked to OS issues. However one can never be too careful, so I'd recommend that you backup your important data, just to be on the safe side.
After that go ahead and download DLG (Data Lifeguard) and run both tests (Quick and Extended), to see what's the situation with the drive. Here's how to do it: How to test a drive for problems using Data Lifeguard Diagnostics for Windows.
You could also try the drive with a different SATA port and cables, to see if the issue still persists.
