im torn to get 2133 mhz ddr4 hyper x ram or pay more for higher mhz ram ? is there much preformance boost or not worth it ? and just go with the cheaper one ?

Solution
Didn't I just help you out with this one? :p Like I said before, only certain games will truly be affected by the speed of your RAM 2133Mhz Ram should be good in general for most all games. the thing you really want to look at is the CAS latency of the RAM (The lower the better)

..although due to Skylake's L3 cache improvement, latency is less important, and the higher the RAM frequency the higher the latency due to the relays being longer, but that would mean 3000MHz DDR4 is twice as slow as 1600MHz DDR3, which it clearly isn't. RAM frequency has a neglible impact on gaming though.

Nah you can get Corsair Vengeance LPX 3200Mhz for the same price. http://pcpartpicker.com/product/p6RFf7/corsair-memory-cmk16gx4m2b3200c16 (for more buying options) Jet is fine to buy from but there could be shipping costs.. Which might make Amazon a better buy.
