Unnecessary fixed high gpu clock speed (1080 0c)

during a game sometimes my asus gtx 1080 oc only shows 1291 gpu cock with 60-70% utilization therefore the temp is around 52--56 and the gameplay continuously is at 60fps without any issue but sometimes without me doing anything different at the same game and same level the gpu clock start at +2000 with 50-60% utilization and the temp will go crazy! about 68-75 degree
in first situation the gpu is @1291 and if needed it goes higher and then come back to 1291 but in the second scenario the clock is fix at maximum boost possible until thermal throttling occurs and force the clock to go down a bit
in this situation the game basically will run like a benchmark!
is there anything that i can do to prevent it for maxing out the gpu clock and therefore unnecessary fan noise and overheating?

no overclocking applied by me (power limit = 100%, core clock +0, memory clock +0)
 
Solution
The most I could recommend is making sure the cooler is clean and dust free and maybe adjusting the fan curve. If you download MSI afterburner you may be able to lower the power target. EVGA precision may be better for that, but I don't use nvidia anymore.

so there is no way to adjust utilization & gpu clock speed ratio? (from 2000 with 50% utilization to 1291 with 70% utilization)
the results is the same except for 10-15 degree more heat and much more noise!
i wish i could do something about it
