Overclocking fx8350 is it throttling?

So I'm trying to overclocking my FX-8350 and in stress testing it always seems to under clock to 1.4 ghz I have a h100i v2 and the temps are really good why is it doing that? Is it throttling and can I fix it? I'm only at like 4.3 ghz and it started doing that it was fine at 4.2 ghz

Voltage Regulation Module.....bare minimum the mobo dies, worst case it takes the cpu with it.

The 125w FX chips need to be on a VERY Strong VRM board. ASUS Sabertooth is the cheapest one I know that is strong enough for it. I had a gigabyte 970 with 6+2 phases and it was not good enough to hold up to my fx8320@4.3

i got a fan blowing into vrm now and i got stable 4.5 ghz and it was artifacting a bit so i set to default
