cpu always hot

i got an amd athlon x4 860k last year and it was always overheating on the stock cooler. idle temps were around 50-60c, so i got a water cooler with the extra christmas money and it still has these super high temps. im not much of a computer guy, can someone please help me figure this out?

You haven't given much information, there could be tons of possible problems.

Did you apply the fan/water cooler correctly(and are the fans spinning?)? Is there any liquid in it? Is thermal paste applied?

What water cooler did you get? Which case do you have? How many fans does it have?

Idle temps should be around 35C, so there's no chance the CPU is generating that much heat with no tasks. In the BIOS you can see fan speeds and curves, can you see the CPU fan speed? Can you change it to go faster at lower temps?
