PC wont go past bios after new Gpu

i recently purchased a gtx 950 and a 400w coolmax psu, i set them both up, the computer starts up, but doesnt get past the splash screen, i tried updating my bios but it didnt change anything
gpu:Gtx 950
cpu:i5-3450
psu:coolmax 400w
os:windows 8
motherboard:acer ipisb-vr rev 1.01

sounds like your bios isn't set up to read your boot drive, try making sure that your boot drive is set to your hard drive / ssd with windows on it.

Ive tried it with my old gpu and it worked fine, i think its my power supply

Yeah, it could well be. Looking at a coolmax 400w power supply it looks very generic, I'd recommend upgrading it to something reliable.
