HD7770 driver problem and Bios not updating

Hey guys i need quick help with my problem. So i reinstalled my windows yesterday because my games used to lag. Now i can't seem to open radeon additional settings. It says "Radeon Additional Settings cannot be started. There are currently no settings that can be configured using Radeon Additional Settings." WHAT? and why..? This never happened before.

When i installed new windows 7 on my system i installed Chipset,Lan and Audio from my CD. But i downloaded GPU driver over amd website, and its this new version crimson.. i remember catalyst is way better. Now how do i uninstall this driver and install the correct one where i can use the option "radeon additional settings"?

Also i tried downloading BIOS update and more stuff from my motherboard MSI website and nothing could of opened. It said please specify your system if its 32 or 64bit.. i did that, i know how much bits is my OS. Quick help would be great since i have tournament in a game today. Thanks in advance guys.

EDIT: Windows on my OS also open slowly from bottom to top when opening and when closing the oposite which annoys me lol. Also these are the programs i have downloaded on my system http://picpaste.com/Untitled-x2N2nKqJ.jpg
One more thing, do i need to install directx 9,11 manually or its already on system?
 
Solution
You will see frame issues because you have a slower CPU and slower video card, lower settings a bit. The startup issue may be a power supply, no real good way to test without trying a different good quality one.
The reason your windows open slowly is that they video driver is not working, look in device manager, what does it show under display adapters? Not sure what issue you are having with the BIOS what exactly did you download (link) and what are your system specs?

Well it says AMD Radeon 7770 Series in device manager and i couldn't download bios driver from my motherboard website. My friend recommended me some driver pack program and it messed with my PC. Now can i ask you someting. If i reinstall my computer:

1) Should i install the latest GPU driver or one from CD and then update it?
2) Is MSI Live 6 enough to download all the programs i need for my system in order to play video games properly
3) Why can i not open Additional Radeon settings(because i want to change saturation for games)?

My system specs are in description if you didn't see :). I was busy these days so.. sorry for not replying. Thanks
 
For the drivers you don't need to install an old version then upgrade, just the new version will work.
If that MSI program is to get the drivers, that is good enough for the motherboard. For video card and anything else you would need drivers from the vendor.

I don't know why you would see that error about the Radeon settings, maybe some package did not get installed with the drivers. It worked fine for me on my card with the latest AMD setup.

Can you tell me what programs i need to download to run games smoothly? I'll install the chipset,gpu,lan,audio driver and update bios and some other stuff from msi live but i don't know what else should i download honestly. Do i need to install directx and net framework and stuff like that manually after? I really need a guide with this.
 


DirectX is part of Windows. .Net you can install the latest versions but almost everything that needs it will install it. Check Device Manager, if there are no unknown devices or errors, you are good to go. Anti-virus you want to install also, AVG, Avira are free and good.

Install video card drivers, wait about a day for Windows to finish running all updates and system will be ready.

I did everything u said. I am getting fps drops in games.. and huge input lag. I don't know what to do anymore. Additional radeon settings still not opening, my windows(tabs) are opening slowly and when i am minimizing stuff the audio of videos and music, skype etc stops for 2 seconds. Help? Suggestions?

Just doing a report: I played a game for a long time today and every 10 seconds my fps dropped then suddenly my game started to go smooth 110fps.. what the hell? But cuz of that my mic stopped working, what should i do?

I heard that buzzing from my headset but it got fixed now, since i reinstalled and installed audio driver 3 times in order for it to work perfectly.. don't ask why :). Once you mentioned PSU well i had a problem today while turning on my PC, i pressed the power button and it started booting but after 5 seconds or less it just turned off. It kept doing that 3 more times before i turned off my PSU. Then i waited a bit and turned it on normally, does this mean its PSU problem?

Also i have a lot more frames in game because i updated every single driver with driver easy and i installed all windows updates manually since i cannot wait that long. But frame drops still occur.
