Do I need a new power supply and cooling system?

Hey all Im planning on upgrading my pc. My current build is :-

Cooler Master Elite 350 RC-350 Case RC-350-KKR500-TM w/ 500W PSU
Intel Core 3.2GHz i5-4460- 6M/LGA1150 Original Boxed
MSI H97M ECO (DDR3) (LGA1150) B1501000216S22/5
SAMSUNG 850 EVO MZ-75E250BW 2.5" 250GB SATA III Internal SSD
Kingston HyperX Fury White Series 8GB DDR3 1866 HX318C10FW/8
LG GH24NSB0-24X DVDRW - Dual Layer SATA
MSI N750 TF 2GD5/OC GeForce GTX 750 2GB DDR5 Gaming Twinfrozr

I want to change my 8 GB 1866 to 16 (2x8) 1600 (Since motherboard has a 1600 limit) and I want to change the 750 GTX to 1060 GTX.

Do I need a new cooling system or power supply?

Nope, 500W should be enough if it has right connectors. You don't have to change RAM just because it's 1866MHz, it's capable of slowing down to 1600 if MB doesn't support 1866. No "need" for better CPU cooler but would be nice.
