Motherboard wont turn on after a shutdown and boot

so a couple days ago I started having an issue with the starting up the computer. After I shut the computer down for the night, I try to turn it on and the graphics card lights up and the power button lights up but the usbs and fans do not start up. my current solution is to unplug the main power from the psu, hold power button, plug back in and turn the computer on. After I do this it turns on correctly and boots every time. Also note that once the computer is on I have no issues with it turning off. It works perfectly until I shut it down for the night and try to boot it the next morning. I have a cheap amd motherboard that came with the computer and a evga 600B psu that I just updated in august. My question is, which item is causing the issue? I've heard that the motherboard backup battery or something could be causing the issue or it could be a bad PSU. I just don't think it's the psu because it runs all day once I powercycle the computer. Are their any tests I can run to check whether it's a faulty psu or motherboard? I'm not looking to replace the psu since it seems it runs fine once the computer is powercycled. Any thoughts on what could be causing the start up issue?
 
Solution
A few possibilities:

1) The motherboard is wasted
2) One of the connectors is loose (please check the 24-pin for the mobo and 4-pin cables for the CPU)
3) Dust
