Can lack of thermal paste alone overheat idle CPU?

I've never had much knowledge of the insides of a computer, but about 5 years ago I bought the parts for a new PC, and assembled it myself.
Recently the battery on my motherboard died, so I had to put in a new battery, which led me to cleaning out the inside of my PC (which is something I have unfortunately not done thoroughly before in my PC's lifetime).
I had never heard of thermal paste before, so I wondered about the weird gunk on my CPU and on the heatsink, and scratched it off. The thing is, I didn't apply thermal paste myself back when I assembled the computer, but I have learned that there must have been some kind of pre-applied thermal agent on the heatsink or on the CPU, which I didn't give any special notice back then.
The fan(s) in my computer have begun to blow harder with time, but I thought it was probably due to general dust buildup inside the computer. However now, even though I've thoroughly cleaned out the dust, there is still one fan that makes a lot of noise. I take it it must be the CPU fan.
I've checked in the BIOS monitor, and I can see that my CPU goes from about 25 degrees celcius to about 45 degrees celcius in about ten minutes, even when I leave the computer idle. As far as I have learned from browsing the internet, 45 degrees is way too hot for an idle CPU.

My question now is: can this be solely because of the missing thermal paste? Or would you think there has to be something else wrong as well, for a CPU to become that hot when idle?

It's just that I have read that some people don't use thermal agents, so I thought it might not make that much of a difference in the idle state...

Well those people are idiots, there's no better way to say it.

Anyway, do a bit of research on how it works and see WHY it's necessary. :)

When I built my pc I didn't attach my cpu cooler correctly so the thermal paste wasn't touching the cooler, my cpu was running at 99 degrees in the bios so I'd say thermal paste is absolutely mandatory.

Alright, I'll stop listening to the idiots then :)

I have already read up on thermal paste, and it's totally logical, I just wasn't sure if it really made that much of a difference in the idle state.
I will buy some paste right away, and have it applied.

Wow, that's hot! I guess if your entire cooler was malplaced, even the heatsink might have not touched the CPU properly? My heatsink has been in place all the time, it's just that I removed the thermal paste (before I knew what it was), and it was probably also pretty dried up and useless after 5 years anyway, which would explain why my fans have been running heavily lately.
