I have a optiplex 790 sff
spec
i3 2130 3.40 Ghz Dual Core
8gb ram
650 hdd
psu stock 240 psu
GPU radeon 7570 hd

So I have been playing H1Z1 latley and i get around 50 frames at lowest setting i can before it feels unplayable I feel like upgrading gpu

I found this and i don't know if it would work on my computer at all and would it help me at least get 60 fps on h1z1 plz answer me because i don't want to buy a card and then it now work for my computer

As you can see, a new GT 730 would offer only a minor improvement, if you think +10% of performance is worth it, go for it, but i would more likely agree with the guy above : can't call it an upgrade. I would recommend getting a better/bigger PSU and something like 750Ti.
186% performance increase of 750Ti over your current amd card looks much better than 14% from 730 (750Ti should +- double your framerates)
