If this was my PC I would be looking at upgrading the CPU first as if you plan to game, a quad core will certainly be better than a dual core.

And it would be. However, the i3 has great performance to core efficency. So, honestly, he does not need to upgrade as of now. However, the GPU could be upgraded to the GTX 1060, and he will enjoy 1080p gaming. And then down the line, he could upgrade to an i5.
